Permits, placement and who may haul in Floodwood

Who may haul — the rule that matters: “Anyone who collects or transports Solid Waste within the St. Louis County Solid Waste Management Area must have a license from the county” (St. Louis County Ordinance No. 45, Art. VII § 2). The County's 2026 hauler application says vehicles hauling mixed solid waste need a licence, while vehicles used solely to haul cardboard, recycling or demolition material “do not need to be licensed at this time.” Licensed haulers may not collect from homes before 6 a.m. or after 9 p.m. (§ 2.2.4). Floodwood's own code isn't online, so this page states no City rule. We're licensed and insured.

Placement: we found no City street or right-of-way permit, so this page claims none either way. A driveway is the simple spot — give us clear placement instructions and you don't need to be home. Ask City Hall, 218-476-2751, before using a street, and about the land use permit for the work itself.

State highways: MnDOT has no permit for setting a private container on trunk-highway right-of-way, and Minnesota law makes it a misdemeanor to obstruct a highway or place any object within its limits (Minn. Stat. 160.2715). Beside a state highway the container goes on private property, never in the right-of-way. We check the exact address.

Covered loads: Minnesota bars driving a load that can drop, sift, leak or blow out (Minn. Stat. 169.81, subd. 5). Keep debris level with the top rim — overfilled containers can't be legally transported.

Remodel or tear-down: Minnesota requires appliances, tires, mercury items, batteries, oils, electronics and household hazardous waste to be taken out before renovation or demolition starts (Minn. R. 7035.0805). Demolition debris means concrete, brick, asphalt, untreated wood, masonry, glass and similar building parts — never asbestos (Minn. R. 7035.0300, subp. 30). Asbestos work needs an MDH-licensed contractor, who notifies the Minnesota Department of Health at least 5 calendar days ahead (Minn. Stat. 326.74); a homeowner working in their own single-family home is exempt from the licence (326.72). For many demolitions — commercial buildings and larger residential buildings — the MPCA must be notified 10 working days ahead. Asbestos never goes in our containers; tell us if you find any.
