Commercial Dumpster Rental across Duluth, Superior and the Northland

Commercial customers have a different problem from homeowners: the job runs on a schedule, with crews, tenants or customers working around it, and the container has to be there and gone when planned. Office cleanups, retail renovations, inventory cleanouts and seasonal cleanups, restaurant kitchen upgrades, warehouse and industrial waste, property managers handling tenant move-outs, apartment turnovers and foreclosure cleanups, contractors on roofing, remodeling and new builds, public cleanups and event waste — the work is routine, and the scheduling is the service.

One thing to know up front: around Duluth, hauling waste for profit is licensed. Inside the Western Lake Superior Sanitary District — now called Resource Renew, covering Duluth, Hermantown, Proctor, Rice Lake, Cloquet, Carlton, Scanlon, Wrenshall and Thomson Township, which includes Esko — no one may collect or transport trash, rubbish or recyclables for profit without a District licence (WLSSD Ord. § 6.1), and the District's application lists roll-off containers and construction and demolition waste among its services. Duluth also requires a City Garbage Collector License for anyone in the business of collecting or removing solid waste (City Code Ch. 24). We found no organized collection or exclusive franchise in Duluth. In Superior we found no City hauler licence, and large commercial and industrial sites — more than four carts a week — are not eligible for City garbage service and arrange their own (§§ 58-11(4), 58-14). Each town page states its own rule.

Offices, retail, restaurants and property turnovers

A store renovation or inventory cleanout, an office cleanout or remodel, a restaurant kitchen upgrade, a warehouse clearing pallets, packaging and scrap metal, a property manager with tenant move-outs and apartment turnovers, a public cleanup or an event — these jobs make bulky debris in volume, and the 20, 30 and 40 yard containers exist for exactly that. Many contractors and property managers in Duluth prefer the 20 or 30 yard for standard commercial projects. We work with disposal and recycling facilities and recycle cardboard, metal, concrete and other approved materials whenever possible.

Two things matter more to a business than to a homeowner. First, cardboard: in the WLSSD area, corrugated cardboard has to be separated from trash (WLSSD Ord. § 4.2.I), and Wisconsin bans it from landfills (Wis. Stat. 287.07(4)), so a fit-out or an inventory cleanout with a lot of boxes needs a plan for them — tell us how much there is when you book. Second, electronics: in the Duluth area, Resource Renew keeps TVs and monitors 7 inches or bigger, computers, printers and cell phones out of the trash, and Wisconsin bans TVs, computers, monitors, printers and other electronics from its landfills (Wis. Stat. 287.07(5)). Each town's hauler rule is on its own page; we are licensed & insured.

Placement on commercial property

On a private lot, at a loading dock or on a job site we place where the truck can reach and the crews can load, clear of fire lanes, sightlines and the flow of customers. The truck needs about 60 feet of clear space and at least 25 feet of clearance overhead. A container in a public way needs the city's permission first. In Duluth, that is the obstruction permit from City Engineering for any roll-off in a street, alley or sidewalk (City Code § 45-15), with a $10,000 surety bond and liability insurance naming the City — a contractor's bond and insurance on file can cover it (§ 45-19) — and a fee that adds charges for occupied parking meters and no-parking signs to the base fee (§ 45-17); a road closure needs the application at least 5 business days ahead. In Superior, a street or right-of-way placement needs a Director of Public Works permit (§§ 106-4, 106-8), and a blocked sidewalk a City Clerk permit (§ 106-46). On state trunk highways such as I-35, US-53, MN-61 and MN-194 there is no MnDOT permit for a private container. We build that into the delivery plan.

Commercial dumpster rental — the local specifics

The towns around Duluth sort hauling three ways. Inside the WLSSD district, the District licence applies, and some cities say so in their own code: Hermantown requires garbage collectors to hold a WLSSD license (§ 900.11.1.1), and Proctor allows only collectors licensed by the District to collect solid waste in the city (§ 50.04(B)). Cloquet is a WLSSD member city that also issues its own Solid Waste and Recycling Collector's License, so we check the City's rules before booking there. Wrenshall's code requires a City Council license to collect or haul garbage or rubbish and bars hauling refuse for hire over city streets without a city contract or franchise (§§ 50.07(A), 50.13(B)), and Barnum's code says the same — we check the City's rules before booking in both. Outside the district, Moose Lake requires waste collectors to hold a Carlton County license (Ord. 130), Carlton County licenses collectors countywide outside WLSSD (Ord. 17), and Floodwood is in St. Louis County's solid waste area, where the county licenses haulers (Ord. 45) and its current form says vehicles hauling only demolition material do not need a licence "at this time". Silver Bay runs residential garbage through a municipal contract whose posted rates include dumpster rental, so we check the City's rules before booking there too; we found no Lake County hauler ordinance. We tell you where your job stands before the truck leaves the yard.

Answers

Commercial Dumpster Rental — your questions answered

Do you offer ongoing service for my business?

Yes — daily, weekly and ongoing rental programs, scheduled pickups, swap-outs and job-site rotations for contractors, property managers and businesses of all sizes. Ask about scheduled dumpster programs for commercial customers.

Can you deliver outside business hours?

We take calls 24 hours a day, 7 days a week, and on a commercial site we work to your access window, but we do not promise night or Sunday drop-offs. Tell us about loading-dock hours, gate codes and anything else that limits access when you book.

Can you handle multiple sites?

Yes. Several containers at once, staggered deliveries and scheduled swap-outs across job sites are routine for contractors and property managers.

Are you licensed and insured?

Yes — licensed and insured. Ask when you book if your property manager or general contractor needs proof of insurance.

Do the rules differ by town?

Yes. Inside the WLSSD district a District hauler licence applies (WLSSD Ord. § 6.1), Duluth adds a City Garbage Collector License (City Code Ch. 24) and Cloquet a city collector licence; Wrenshall and Barnum require a City Council licence or a city contract to haul refuse for hire; Moose Lake, Barnum and Cromwell sit under Carlton County's collector licence and Floodwood under St. Louis County's. Street placement differs even more — from Duluth's obstruction permit to Two Harbors' Excavation and Obstruction permit, which lists dumpsters by name. Each town page says what that town asks for.
