A job site does not make one kind of waste. Demolition comes out heavy — concrete, tile, brick, shingles — then framing and drywall come out light and bulky, then the finish phase is packaging and offcuts. Minnesota sorts construction waste by what it is. Demolition debris means concrete, brick, bituminous concrete, untreated wood, masonry, glass, trees, rock and plastic building parts, and never asbestos (Minn. R. 7035.0300, subp. 30); before any renovation or demolition, appliances, tires, mercury items, batteries, oils and household hazardous waste have to come out first (Minn. R. 7035.0805). On a Superior site, Wisconsin's definition covers concrete, brick, asphalt, wood, glass, masonry, roofing, siding and plaster, and leaves out paints, solvents, sealers and adhesives (Wis. Admin. Demolition, framing, roofing and finish
Demolition debris is where the weight is. Concrete, brick, tile and stone go in the smaller containers because of weight limits. Framing, lumber, plywood, drywall, pallets and packaging go in 20s and 30s. Roofing and siding jobs — shingles, underlayment and scrap — go in a 10, 15 or 20 depending on the size of the roof. Landscaping and excavation with soil, sod and natural debris go in small boxes within the weight limit.
Asbestos is its own process. In Minnesota, asbestos removal is regulated by the Department of Health: licensed contractors notify MDH at least 5 days before the job (Minn. Stat. 326.74), and a homeowner working in their own single-family home is exempt from licensing (326.72). For many demolitions — commercial buildings and larger residential buildings — the MPCA must be notified at least 10 working days ahead. In Superior, every building has to be inspected for asbestos before demolition or renovation (Wis. Admin. Code NR 447.06(1)), regulated jobs need 10 working days' notice to the DNR, and a single house or a building of four or fewer units is typically exempt from that notice — not from the inspection. Asbestos is never demolition debris, and it never goes in a roll-off. We will ask what the building is before we quote a demo job.
Job-site placement in Duluth and Superior
On a private lot we place where the driver can reach it and the crew can load it, on a flat, solid surface with about 60 feet of clear space and at least 25 feet of clearance overhead. Where the debris goes matters too: in Duluth, debris from a City wrecking permit has to go to a site approved by the MPCA and WLSSD, Cromwell's code sends demolition debris to an MPCA- or county-designated site, and in Superior a demolition also needs a City razing permit (Superior Code § 34-152). In the street it is a permit question. A roll-off in a Duluth street, alley or sidewalk needs the City's obstruction permit from Engineering (City Code § 45-15), with a $10,000 surety bond and liability insurance naming the City on file — a contractor's bond and insurance can cover the job (§ 45-19) — and the permit card posted at the container, with barricades and warning devices as the City Engineer requires (§§ 45-18, 45-22); starting before the permit is granted adds a penalty to the fee (§ 45-17), and a road closure needs 5 business days. In Superior it is a Director of Public Works permit (§§ 106-4, 106-8). Every load leaves secured (Minn. Stat. 169.81, subd. 5; Wis. Stat. 348.10(2)).

Construction dumpster rental — the local specifics
Every town writes its own street rule, and most of them require a permit for anything in the right-of-way. Hermantown says no one may obstruct a right-of-way without the appropriate city permit (§ 310.7.1), and Proctor says the same (§ 95.03(A)). Rice Lake needs a permit or City Council approval for anything placed in a city road right-of-way (Ord. 46). Cloquet's exceptions go through a Right-of-Way Occupation Permit from the City Engineer's Office. Carlton requires a city permit to obstruct a right-of-way (City Code Ch. 11), and Moose Lake the same (Ord. 147). Cromwell bans leaving vehicles, equipment or structures on a city street for more than 24 hours without a written permit from the City Clerk, and bans them from 2 to 6 a.m. between November 15 and April 1 (§ 7.2.03). Two Harbors' Excavation and Obstruction permit lists "Dumpsters, Container, POD" by name. Wrenshall's code says no one may encumber a street, sidewalk or right-of-way (§ 93.03(A)), and Silver Bay bars placing personal property on the boulevard between the curb and the property line (sec. 1000.05, subd. 3). Winter parking bans add to it — Rice Lake bans street parking all day from November 1 to April 30 and counts trailers as vehicles. Every town page quotes the section.

Do you do swap-outs?
Yes. Once the container is full we haul it away and can rotate in an empty one, and long-term projects usually set up scheduled swap-outs at the start. Need multiple dumpsters or ongoing service across several sites? We can schedule that too.
Can I mix concrete with other debris?
You can, but it costs you. Concrete fills the weight allowance long before the box looks full, so we usually run a 10 or 15 for rubble alongside a bigger box for the rest. Concrete, brick and asphalt are demolition debris under Minnesota rules, and we separate recyclable materials such as metal, concrete and asphalt whenever possible — easier with a clean load than a mixed one.

Do I need a permit for a container on a Duluth job site?
In the street, alley or sidewalk, yes: the City's obstruction permit, with a $10,000 surety bond and liability insurance naming the City — your bond and insurance as a contractor can cover it (§ 45-19). On the lot itself, Duluth's zoning code does not spell out how its temporary storage-container rules apply to a debris roll-off, so we check placement rules with you before delivery. A demolition brings its own steps: debris from a City wrecking permit has to go to a site approved by the MPCA and WLSSD, and the MPCA wants 10 working days' notice for many demolitions. Which towns regulate construction dumpsters?
Most of them, one way or another. Duluth names roll-off boxes in its obstruction permit (City Code § 45-15), Two Harbors lists dumpsters on its Excavation and Obstruction permit, and Hermantown, Proctor, Rice Lake, Cloquet, Carlton and Moose Lake all require a permit to obstruct a right-of-way. Inside the WLSSD district, the District's hauler licence application lists roll-off containers and construction and demolition waste. Each town page says what that town asks for.
