Local knowledge

Getting our bearings in Rice Lake

Knowing a city properly is the difference between covering it and showing up with the right box.

  • No winter street parking — parking is prohibited on any city street at all times from November 1 to April 30 (Ord. #50, § 3A).
  • Trailers count — the parking ordinance's “vehicle” includes trailers, with a 48-hour limit the rest of the year (Ord. #50, § 2).
  • Recycle Center — City-run, for household recyclables: Tuesday and Thursday 2 to 6, Saturday 9 to 2; no construction debris.
  • County roads — St. Louis County Public Works, 218-625-3830, handles them.
  • City Hall — 4107 W Beyer Road.

What comes out of Rice Lake properties

Yard and storm clean-ups in 15s and 20s, roofing in 10s and 20s, garage clean-outs and flooring in 15s, remodels in 20s, estate clean-outs in 30s, and a 10 or 15 for concrete and dirt — heavy material usually only goes in the smaller boxes. The City's Recycle Center takes household recyclables, not construction debris. Minnesota keeps these out of the trash and out of landfills: tires (Minn. Stat. 115A.904); major appliances such as fridges, washers, dryers, stoves, water heaters and air conditioners (115A.9561); TVs and monitors with picture tubes (115A.9565); lead-acid car batteries (115A.915); motor oil, oil filters, antifreeze and other vehicle fluids (115A.916); yard waste mixed with trash (115A.931); mercury items such as thermostats and fluorescent tubes (115A.932); and rechargeable batteries and devices with built-in rechargeables (115A.9157). Tell us if a load is yard waste, and before you load an appliance. No paint, solvents, oils, hazardous chemicals, gas cylinders, propane tanks, batteries, medical waste or asbestos. Inside the Western Lake Superior Sanitary District, its banned list also keeps out electronic waste — TVs and monitors with screens 7 inches or larger, computers, printers and cell phones — plus asbestos, household hazardous waste and medical sharps. Paint, cleaners, pesticides and automotive fluids go free from Minnesota households to the Resource Renew Household Hazardous Waste Facility, 2626 Courtland St, Duluth.

Permits, placement and who may haul in Rice Lake

Who may haul — the rule that matters: we found no City garbage or hauler ordinance in Rice Lake's posted ordinances. The Western Lake Superior Sanitary District, now called Resource Renew, says no one may collect or transport mixed municipal solid waste, rubbish or recyclable materials for profit within the District without a District licence (WLSSD Solid Waste Ordinance § 6.1), and its hauler application lists roll-off containers and construction/demolition waste among the services. We're licensed and insured.

In the street: no one may place a man-made obstruction within any City road right-of-way without a permit or approval from the City Council (Ord. #46, § 4). The right-of-way permit application goes to the Deputy Clerk, 4107 W Beyer Road. For a county road, St. Louis County Public Works is the contact.

Parking — plan on the driveway: parking is prohibited on any city street at all times from November 1 to April 30 (Ord. #50, § 3A), with a 48-hour limit otherwise (§ 2), and the ordinance counts trailers as vehicles. It doesn't mention containers, but the safe spot is your driveway. Give us clear placement instructions and you don't need to be home; plywood or boards under the contact points protect a driveway.

State highways: MnDOT has no permit for setting a private container on trunk-highway right-of-way, and Minnesota law makes it a misdemeanor to obstruct a highway or place any object within its limits (Minn. Stat. 160.2715). Beside a state highway the container goes on private property, never in the right-of-way. We check the exact address.

Covered loads: Minnesota bars driving a load that can drop, sift, leak or blow out (Minn. Stat. 169.81, subd. 5). Keep debris level with the top rim — overfilled containers can't be legally transported.

Remodel or tear-down: Minnesota requires appliances, tires, mercury items, batteries, oils, electronics and household hazardous waste to be taken out before renovation or demolition starts (Minn. R. 7035.0805). Demolition debris means concrete, brick, asphalt, untreated wood, masonry, glass and similar building parts — never asbestos (Minn. R. 7035.0300, subp. 30). Asbestos work needs an MDH-licensed contractor, who notifies the Minnesota Department of Health at least 5 calendar days ahead (Minn. Stat. 326.74); a homeowner working in their own single-family home is exempt from the licence (326.72). For many demolitions — commercial buildings and larger residential buildings — the MPCA must be notified 10 working days ahead. Asbestos never goes in our containers; tell us if you find any.

How it works

Booking a dumpster in Rice Lake

Booking a container here takes one phone call and about five minutes.

  1. Step 1: Call and tell us the job

One short conversation. We ask the address, what you are clearing — a cleanout, a renovation, a roof, a yard, a job site — roughly how much there is, and how much room the driveway or lot gives us.

  2. Step 2: We size it and quote it flat

You get a flat-rate quote whenever possible that covers delivery, pickup, disposal, the standard rental period and an included weight allowance. If a smaller box does the job we will say so. If it is concrete, shingles or dirt, we say up front that weight decides the size.

  3. Step 3: Delivered where you want it

The driver sets the container on the driveway, lot or job site where you asked, on a flat, solid surface rather than the lawn. Often same-day or next-day, when scheduling allows. You do not need to be home.

  4. Step 4: Load it at your pace

Keep it level with or below the top rim and keep the problem items out — paint and solvents, oil and fuel, chemicals, tires, batteries, propane tanks and gas cylinders, medical waste, asbestos, TVs and computers, and fridges, washers, stoves and other major appliances. Need more time or a swap mid-job? One call.

  5. Step 5: We haul it and dispose of it right

The load is secured for the road and goes to a facility permitted to take it, with metal, concrete and yard debris diverted from landfills whenever possible. You get your driveway back the way you left it.
