Permits, placement and who may haul in Moose Lake
Who may haul — the rule that matters: no one may collect garbage, rubbish, mixed municipal solid waste or recyclables in the City without first obtaining, and providing proof of, a licence from the County of Carlton (Ord. 130, § 11.A). Carlton County Ordinance 17 says no one may engage in the business of collecting or removing garbage, rubbish, other mixed municipal solid waste and recyclable materials in the County without a County licence (§ VI, subd. 1); the fee is set by the County Board and is not posted online. We found no City franchise. We're licensed and insured.
In the street: “no person may obstruct or excavate any right-of-way without first having obtained the appropriate right-of-way permit from the city” (Ord. 147, § H(a)). We found no fee. Ask Public Works, 218-485-4247. A driveway is the simple spot — give us clear placement instructions and you don't need to be home.
Winter: parking on any public street is prohibited for 48 hours following a snowstorm (Ord. 46). That covers parking; a container belongs on the driveway.
State highways: MnDOT has no permit for setting a private container on trunk-highway right-of-way, and Minnesota law makes it a misdemeanor to obstruct a highway or place any object within its limits (Minn. Stat. 160.2715). Beside a state highway the container goes on private property, never in the right-of-way. We check the exact address.
Covered loads: Minnesota bars driving a load that can drop, sift, leak or blow out (Minn. Stat. 169.81, subd. 5). Keep debris level with the top rim — overfilled containers can't be legally transported.
Remodel or tear-down: Minnesota requires appliances, tires, mercury items, batteries, oils, electronics and household hazardous waste to be taken out before renovation or demolition starts (Minn. R. 7035.0805). Demolition debris means concrete, brick, asphalt, untreated wood, masonry, glass and similar building parts — never asbestos (Minn. R. 7035.0300, subp. 30). Asbestos work needs an MDH-licensed contractor, who notifies the Minnesota Department of Health at least 5 calendar days ahead (Minn. Stat. 326.74); a homeowner working in their own single-family home is exempt from the licence (326.72). For many demolitions — commercial buildings and larger residential buildings — the MPCA must be notified 10 working days ahead. Asbestos never goes in our containers; tell us if you find any.
