Permits, placement and who may haul in Wrenshall

Who may haul — read this first: Wrenshall's code makes it unlawful to transport garbage or refuse for hire collected from any premises in the city over any public street, unless operating under a valid contract or franchise granted by the City (§ 50.07(A)), and requires a written City Council licence to collect or haul garbage or rubbish (§ 50.13(B)), with $2,000,000 liability coverage naming the City (§ 50.13(E)). The Western Lake Superior Sanitary District, now called Resource Renew, says no one may collect or transport mixed municipal solid waste, rubbish or recyclable materials for profit within the District without a District licence (WLSSD Solid Waste Ordinance § 6.1), and its hauler application lists roll-off containers and construction/demolition waste among the services. In the street: “No person shall encumber any street, sidewalk, or right-of-way” with barrels, boxes, articles or substances of any kind (§ 93.03(A)), and we found no permit process — so the container goes on private property. Stat. 326.74); a homeowner working in their own single-family home is exempt from the licence (326.72). For many demolitions — commercial buildings and larger residential buildings — the MPCA must be notified 10 working days ahead. Asbestos never goes in our containers; tell us if you find any.
